Retiree Health Reimbursement Account (HRA) Information City of Detroit Police and Fire Retiree Health Care Trust

As of January 1, 2015, your retiree health care benefits have been provided by the City of Detroit Police and Fire Retiree Health Care Trust (the “VEBA”). 2016 Open Enrollment is currently underway. Open enrollment materials from the VEBAs vendors include: Automated Benefit Services (ABS), Aetna and HAP are available on this site.

This will be a passive enrollment. If you do nothing during open enrollment and you had BCBS or BCN, as of 1-1-2016 you will now have Aetna. You will want to check to make sure your doctor is in the Aetna network.

General Plan Information

The VEBA will offer two Medicare Advantage plans for the 2016 calendar year:

  • A PPO option will be offered through Aetna
  • An HMO plan will continue to be offered through the Health Alliance Plan (HAP).

Non Medicare Eligible and Medicare Eligible Opt Outs can participate in the HRA.

Aetna

Coverage levels under the Aetna Medicare Advantage plan are improved for 2016 with decreased prescription co-pays and a decreased out-of-pocket maximum for medical expenses. The cost of the Aetna PPO Medicare Advantage plan to VEBA participants will remain unchanged from current (2015) monthly contribution levels for the BCBS PPO plan. If you were enrolled in the BCN plan and you move into the AETNA plan, you will now have a cost of $29.43

HAP

Coverage levels under the HAP Medicare Advantage plan will remain the same for 2016. The cost of the HAP HMO Medicare Advantage plan to VEBA Participants will increase from $0.00 to $8.29 in 2016.

Health Reimbursement Account (HRA)

Get treatment from a provider, purchase an eligible item, or receive an eligible service, fill out a claim form and return with documentation to Automated Benefit Services for reimbursement.

The VEBA will continue to provide benefits to non-Medicare eligible VEBA participants through a HRA. Medicare eligible VEBA participants electing to opt-out of the VEBA’s Medicare Advantage plans will also receive monthly contributions to the HRA. Monthly HRA benefits available to eligible VEBA participants will remain unchanged in 2016 at the following amounts:

Dental/Vision

Dental and Vision coverages are voluntary, you are responsible for the full cost of the Dental and/or Vision plan you choose. The Board of Trustees of the VEBA has decided that they will offer 2 dental plans through Delta Dental and 1 vision plan through VSP from COPS Trust during this open enrollment.

Open Enrollment & Online Access

Plan participants have access to their online account through the participant portal where they can update their personal information, view claims history, submit claims, check balances, and access plan forms and documents.

Once you are registered, you can also submit claims. The Website will allow you to create your own login and password.

  • If you are registered for online account access, just log in as normal. 
  • If you forgot your username and/or password, click on "Forgot Password". Your User Name and temporary password will be emailed to you. 
  • If you are not already registered for online account access you will need to complete registration. 

Step 1: Visit https://lin.abs-tpa.com/lin/faces/LinLogin.jsp and click on the “Register” button at the upper right hand of the screen. You will need the following information to register your account: 

  • Last Name 
  • E-mail Address: (E-mail address are required to access your account on-line) 
  • Social Security Number 
  • Choose a User Name and Password 
  • Date of Birth

Do not forget to review and accept the 'Terms and Conditions'. Shortly after registering for online access you will receive an e-mail confirmation with a temporary password.
